   I’m trying to think of how desperate I’d have to be to drive this, or even ride in it. We’re talking, ‘get in this car, or I’m going to shoot your kid’, desperate here.

   Many places, don’t even HAVE inspections!

   I don’t know, I can see somebody doing this, not knowing just what a small impact can do.

   I saw one at a “fair”, showing the use of seat belts years ago. It simulated a 5MPH impact I think it was, and it really woke people up to the dangers.

   So, some people do this out of sheer ignorance, some out of stupidity (which is willful ignorance, ignorance is simply “not knowing”)
