Duct Tape Drain Cover

I’m pretty sure OSHA wouldn’t approve of this repair if it was in the US.  “I found this on a street of Mexico City its a drain cover”

   I’m guessing the tape has a double purpose … covering holes, and another city’s name.

   Id be pretty certain the only thing the tape is doing is covering the holes to keep the stench from drifting up.

   lol … I thought it was a manhole cover in the street. Guess I should look closer next time.
