I guess there were no tow ropes available. Would you trust an extension cord?

Actually yep I’d trust it. Extension cords are pretty durable.
I hope that’s a bar that it’s wrapped around. Otherwise, I hope someone is in the rear vehicle with his hand or foot the emergency brake.
There is a tow bar of sorts inside that mess.
Its not even attached properly the bumper will break on a trip more then 30 mins and it is (ILLEGAL TO TOW LIKE THAT!!!!)
That cord must be there for emotional support, because compared to that steel bar, it’s strength is practically nothing.
