Can You Spare A Square?

What is this?  How many rolls does one need and why only chain up 3 out of 7 rolls?  Since this was taken at CVS in Boone, NC I’m thinking Bubba might be working here or a Bubba relative.

   Ah, the South…where dogs, wallets, and TP are all on chains!

   Ok I’m from Boone, NC and this isn’t anything compared to some of the stuff in that town! This is almost normal… scary thought. And no I don’t still live there…

   NO! I can’t spare a square! And surprisingly the toilet is clean. Maybe Bubba has a second identity that’s a sucker for personal hygeine.

   what is baffling is that there is a working tp holder right next to the tp on a chain. so that begs the question; ‘why is the tp on a chain to bgin with?’
